Back in the 1980s I worked on project ORBIS which brought advanced eye surgery to areas of the planet that was less privileged.
It brought tecnoloyg to those places that gave many functional vision.
Currently there are host of technologies that should be made more available to humankind regardless of geography. A by product could be to
 re-mediate damage done to populations due to the proliferation
of land mines, high velocity weapons, anti civilian weapons...

There is much talent that is not associated to any real service/opportunity  to "civilization".
What are the  first principles that can help couple this squandered resource to the benefit of humankind?
