We have been able to power the Pi through numerous power outages without reboot for years.
Simply plug the battery pack into the wall and plug your Raspberry into one of the USB outlets.
We have left ours plugged into the wall outlet without losing functionality of the battery pack.
We have our Raspberry plugged into the Out 1 usb connector.
